Background: I authored the Home Rule Charter of the City of Federal Heights, Prefatory Synopsis that introduced the proposed Charter to citizens before November 6, 2001 election. I recently had the occasion to reread the Prefatory Synopsis and one passage speaks to what I believe are the essential to effective governance: “Commission members view this Charter as a visible demonstration of what our county's founders envisioned; government based on self-determination. The Commission also understands that a self-determinate form of government demands citizens participation. To that end we submit to City Council this proposed Charter written to be concise, simple and require fiscal responsibility, accountability and the ultimate importance of citizen participation in all matters of local government.”

Local elected officials must assure the public that municipal policies will be applied consistently, are fundamentally fair and that the public's right to know is fundamental governing value.

4.) How do you see Federal Heights best taking advantage of the economic boom in Metropolitan Denver?

CFH is a small eclectic city that has approximately 87 people providing all the city's services. These 87 people are an untapped wealth of knowledge and the real CFH experts. Council needs to utilize this valuable human resource. Elected officials must be of service to their citizens by promoting meaningful public involvement that builds public confidence and positively impacts the community's quality of life.

5.) What is the city's role in encouraging the development of quality housing that is available for affordable costs?

Affordable housing comprises the majority of CFH residential communities. City Council must implement a consistent and on-going community outreach effort so the composition of Council reflects the city's demographic composition.
