Damage to signs notifying residents of a Dec. 17 Planning Commission meeting has convinced the city to delay a hearing on controversial development until early in 2020.
This is the second time the city has delayed a hearing on developer Oread Capital's plan to allow greater density on two parcels that would make up part of their Uplands Development.
City Senior Planner Patrick Caldwell said the first hearing, scheduled for Dec. 10, was delayed to Dec. 17 because the city didn't have enough signs on the properties being considered.
“This time, we had sufficient signs, but they were damaged,” Caldwell said. “Rather than have the hearing contested, we'd just not have it and send out a new notice for sometime in January.”
Caldwell said a resident sent the city photographs of the signs that had been damaged and were no longer readable. It's not clear, he said, if the signs were damaged by wind and weather or by vandalism.
“But we are calling it wind damage, etcetera,” he said. “They were no longer legible.”
The Westminster Planning Commission usually meets twice each month, on the second and fourth Tuesdays. That would put the make-up public hearing on either Jan. 14 or 28 — although it could be delayed until February.
“We need to confirm with the applicant that they can make it, and then we need to make sure that we have enough commission members for a quorum,” he said.
Development group Oread Capital is advancing the Uplands plan to develop the farmland between 84th and 88th avenues and Federal and Lowell Boulevards, land owned by the Pillar of Fire Church, as well as parcels east of Federal and on both sides of Bradburn Drive west of Lowell.
As the first test of their proposal, the developers are asking to rezone a vacant parcel west of Lowell Boulevard on either side of Bradburn Drive. The current zoning allows three housing units per acre. The zoning request would allow five.
They also hope to change the zoning on a vacant parcel east of Federal Boulevard and south of 84th from office to allow up to eight housing units per acre. They would also designate a one-acre parcel at 88th and Zuni to make it open space. It's currently zoned for office uses.
Oread's plan calls for converting the large open space surrounding the church into a massive mixed-use development, with housing options ranging from single-family homes to apartments and townhomes as well as parks and commercial areas.
It would combine parcels on either side of Federal Boulevard, including the cropland between 88th and 84th immediately north of the church.
The development would surround the church on three sides and would include the apple orchards immediately to the west of Lowell Boulevard and south of 84th.
The project would take several years to complete, ultimately having room for 2,350 dwelling units in the development in a mix of housing types.
It would require annexing about three acres of unincorporated Adams County into Westminster and then zoning and comprehensive plan amendments. It would ultimately have to be approved by the City Council.
