City manager letter cites concerns about police department’s “workplace environment”

Westminster Police Chief Tim Carlson is on leave of absence after the city was made aware of concerns about the police department’s “workplace environment,” said a public letter from City Manager Don Tripp published July 12.

After hearing concerns, the city tasked a third-party consultant to partner with the city’s human resources department for a review of the police department’s workplace environment. Carlson will be paid during his leave and Deputy Chief Norm Haubert will serve as acting chief for the time being.
